New Gas Turbines

New GT EPC Budget Line Items Scope

Your board wants a budget for the new gas turbine plant, and the first number you were given covers the turbine package. You know the plant needs much more: foundations, fuel gas, switchgear, transformers, controls, buildings, engineering, transport and commissioning. The question is whether your budget has a line for every one of them.

Budgets fail at the gaps between packages. The turbine supplier assumes the EPC contractor provides the fuel gas skid; the EPC contractor assumes it comes with the turbine. Nobody budgets the spare parts, the first fills or the grid connection works. The result is cost overruns, delay while scope disputes are settled and the risk of a project that no longer meets its business case.

USP&E Helps You Budget Every Line, Not Just the Turbine

We know you need a budget your board can trust and a plant that is delivered within it. USP&E has delivered 150+ power projects in 45+ countries, with 25,000 MW contracted since 2002, and our 400+ engineers and project managers plan, build and run gas turbine plants under full EPC. Our systems are ISO 9001 and ISO 45001 certified, and every deal runs under FCPA and OFAC controls. USP&E is a full-service EPC and O&M contractor, not a broker.

You do not need a perfect estimate on day one. You need a complete list of line items, clear responsibility for each, and a budget that firms up as quotes and design details arrive.

List Every Scope Package from Supply to Handover

Start with a complete scope breakdown. The turbine package is the largest line, but list everything around it: inlet and exhaust systems, fuel gas reception and conditioning, lube oil and cooling systems, generator step-up and auxiliary transformers, medium- and high-voltage switchgear, protection and control, plant control system, buildings, fire protection, water systems and the switchyard or grid connection.

Then add the civil and site works: geotechnical survey, earthworks, foundations, roads, drainage, fencing and lighting. Add engineering and design, project management, permits, transport and insurance, construction, commissioning, first fills, initial spares, training and documentation. The article on what drives gas turbine EPC costs explains which of these lines usually move most.

Write a short scope description for each line so everyone reads it the same way. A line that says only “electrical” invites gaps; a line that says which transformers, switchgear and cables it covers does not.

Assign Every Line and Check the Interfaces

For each line, decide who provides it: the turbine supplier, the EPC contractor, another supplier or your own team. Lines you keep, such as land, permits, gas supply agreements and grid connection fees, are often missed in contractor quotes and must sit in your own budget.

Check the interfaces between every pair of packages: where the turbine supplier’s scope ends and the EPC contractor’s begins for fuel gas, lube oil, cooling, controls, cabling and foundations. Draw the boundaries on a simple diagram and attach it to each contract. The guide to balance-of-plant scope explained helps you list the systems that sit between packages.

Compare new units with new and surplus turbines available now on the same line items. A unit in stock can change the schedule and some package scopes, but the balance of plant still needs a full budget.

Add Contingency and Firm Up Over Time

Add contingency as a separate line, sized to how mature the design is. Early budgets need more contingency; budgets based on firm quotes need less. Keep your own project costs separate too: your team, advisers, financing costs and insurance during construction. Mixing them into contractor lines hides them.

Update the budget as quotes and design details firm up. Record every change and the reason for it, so the board can see how the number moved. Track the lines with the most uncertainty, usually civils on poor ground, grid connection and gas supply works, and act early to firm them up. Our sister site covers new gas turbine generator specifications.

The same budget structure applies whatever you buy: gas turbine generators for a utility, used/new gas turbines, a remanufactured GE Frame 6B or natural gas engines/stations. Data centre campuses budget AI gas turbines, hyperscale generators and gas turbines for compute under hyperscale EPC/O&M in repeatable blocks, which is how the New USP&E FX-45 45MW Modular Gas Turbine for the Hyperscale Data Center sector in the USA is planned.

Where USP&E Supports Your GT Commissioning Project

If your new GT commissioning programme is in the United States, your first conversations run through USP&E’s US offices in Colorado Springs (1755 Telstar Dr, Suite 300) and Knoxville (800 S Gay St, Suite 700). They keep you close to developers, utilities, gas suppliers and US equipment sources, and they can walk your site before anything ships.

Johannesburg (22 Kildoon Rd, Bryanston) runs engineering, protection studies and project controls for new gas turbines, commissioning spares and bridge units, and Cape Town (31 Brickfield Road, Woodstock) adds design and commissioning support. London (162-168 Regent Street) structures the contract, insurance and financing file your lenders will read, while Wuxi, China (No. 1, Ningzhou Road, Wuxi) follows up China supply chain and manufacturing.

For gas turbine EPC budgets, Colorado Springs and Knoxville engineers build line items for US plants, and London supports the financing and contract structure behind them. Regions served: USA | AFRICA | UK | UAE | CHINA. USP&E has delivered 150+ power projects in 45+ countries, with 25,000 MW contracted since 2002, and is ISO 9001 and ISO 45001 certified.

What USP&E Has Delivered for GT Commissioning Buyers

You want proof that USP&E can deliver gas turbine supply and EPC work on time and on budget. These projects show that record.

  • London Mining, Marampa, Sierra Leone: USP&E engineered, supplied and commissioned a 16 MW HFO power station in five months, two months ahead of schedule and on budget. Read the case study.

HowTo: Build the Line Items of a New GT EPC Budget

Your 3-step plan: 1. Share your plant concept, site and any quotes you hold. 2. Receive a full line-item budget with scope and interfaces. 3. Deliver the plant under EPC with one accountable team.

  1. List every scope package from turbine supply to handover.
  2. Assign each package to the EPC contractor, a supplier or your own team.
  3. Add engineering, transport, insurance and commissioning lines.
  4. Add contingency and your own project costs as separate lines.
  5. Check for gaps and overlaps between every pair of packages.
  6. Update the budget as quotes and design details firm up.

FAQ: New GT EPC Budget Line Items Scope

What line items belong in a gas turbine EPC budget?

USP&E includes the turbine package, inlet and exhaust, fuel gas, lube oil and cooling, transformers, switchgear, protection and controls, buildings, fire protection, civil works, engineering, permits, transport, insurance, construction, commissioning, first fills, spares, training and contingency, plus your own project costs.

Why do gas turbine budgets overrun?

USP&E most often sees overruns at the gaps between packages, where each party assumes another provides an item. Missing lines for spares, first fills and grid works add more. A complete line list with clear responsibility and interface diagrams prevents most of them.

Which budget lines are most uncertain?

USP&E usually finds civil works on poor ground, grid connection and gas supply works carry the most uncertainty early on. Firming these up quickly, with surveys and early talks with the network operator and gas supplier, reduces the contingency the budget needs.

How much contingency should a gas turbine budget carry?

USP&E sizes contingency to how mature the design and quotes are. Early concept budgets need more; budgets based on firm quotes and a frozen design need less. Contingency should sit as its own line so the board can see it and track its use.

Where are USP&E’s offices for gas turbine EPC projects?

USP&E supports US gas turbine EPC projects from Colorado Springs and Knoxville. London supports contracts and finance, Johannesburg and Cape Town add engineering and delivery depth, and Wuxi follows up switchgear, skids and other equipment made in China for your plant.

Has USP&E delivered gas turbine and power plant projects before?

USP&E has refurbished seven GE Frame 6B gas turbines to zero hours in-house for major US hyperscale data-centre developers. Public case studies also include zero-hour Siemens SGT-400 turbines for NEOM and an HFO station in Sierra Leone delivered ahead of schedule.

Is USP&E a broker for new gas turbines?

USP&E is not a broker. USP&E budgets, builds, commissions and runs gas turbine plants with its own engineers, so the team that builds your line-item budget is the same team that delivers the plant and answers for it. One team means one point of accountability.

How fast can USP&E build a line-item budget?

USP&E can start as soon as you share your plant concept, site details and any quotes you hold. Engineers list every line and flag the gaps and most uncertain items first, so you can firm up the right numbers before your board meeting.

Budget the Whole Plant, Not Just the Turbine

Build a complete line-item budget and your plant is delivered within the number your board approved. Budget the turbine alone and the gaps become overruns. USP&E will help you budget, build and run with confidence.
